Illusionist Phantasos is a somewhat controversial character, and not because of his kit. But issues aside, we are dealing with a Buffer, Debuffer with Control. He is good at all of that and more, but he doesn't quite fit into the Galactic Duel meta. However, we do see him often in Jamir, thanks to his ability to buff and speed up an ally, as well as remain on the field after dying, giving passive control.
Like many supports and controllers, he is a bit complicated to use and requires a good understanding of his abilities and passive skills, as well as his states and transformations. His debuff is powerful, affecting an enemy by reducing their strength and speed, with the potential to affect the entire opposing team if certain conditions are met, while his buff to allies is easier to understand: it gives them speed, hides them, restores their HP, and greatly increases their damage. Is he recommended? Yes, he's a good character, but he works better in some lineups than others.
