Outrage Shiryu is an A-rank Cosmo DPS with a reactive damage pattern tied to energy flow on both teams. He is mostly an off-meta character, but he can still be useful for newer accounts that want a simple single-target attacker with conditional burst windows.
Most of his identity comes from Dragon’s Wrath, which grants a very large temporary final damage increase when enemies gain energy, but also reduces his own C.ATK when allies gain energy, creating inconsistent output in many normal team rotations. Dragon’s Gekirin partially mitigates that downside by giving a 30% chance to ignore allied-triggered penalties, but it does not fully solve the variance problem.
Overall, Outrage Shiryu can produce strong moments in specific energy-heavy matchups, especially for beginner or budget rosters, but his performance is too conditional to be a reliable long-term PvP investment.
